USA POLICY IN THE WEST POST-SOVIET SPACE AND ITS IMPACT ON RELATIONS WITH THE RUSSIAN FEDERATION (2001 – 2004)

Abstract. The article is devoted to the analysis of the policy of the first administration of the President of the United States, George W. Bush (2001-2004) in relation to the three former Soviet republics of Eastern Europe (Belarus, Moldova and Ukraine), as well as the impact of this policy on Washington’s relations with the Russian Federation. The main milestones of the policy, goals, forms, methods and results achieved are considered in detail. The policy of the United States towards the countries of the Western part of the post-Soviet space is considered in the general context of the political course of the neo-conservative Republican Administration of George W. Bush in relation to Russia and other countries of the Commonwealth of Independent States. The author concludes that during the period under review the United States pursued a fairly restrained and cautious policy in the region, only slightly activating it in comparison with the period of the presidency of W. Clinton (1993-2000). As the main potential partner in the western part of the post-Soviet space, the White House continued to consider Ukraine, which was connected, first of all, with traditional geopolitical factors. The United States, together with the leading states of the European Union, provided significant political and financial support to pro-Western forces during the political crisis of the turn of 2004-2005. in Ukraine (the so-called “orange revolution”). From the point of view of the author of the research, the factor of support from the US administration was not decisive, and the final victory of Viktor Yushchenko was predetermined, first of all, by internal factors. However, most of the Russian political and expert community took the “orange revolution” as the result of direct intervention by the United States in the internal affairs of a sovereign state with the aim of countering Russia’s peaceful expansion in the region. Further rapprochement between Kiev and Washington already during the second administration of George W. Bush (2005-2008), as well as the prospects for Ukraine’s accession to the North Atlantic Alliance, were among the key factors that predetermined the sharp degradation of American and Russian relations during this period. The importance of Belarus and Moldova in the foreign policy priorities of the United States in 2001 – 2004 was much lower. The American administration has maintained its policy of supporting the pro-Western opposition in Belarus and imposed the first open sanctions against the official Minsk. There was no targeted policy towards Chisinau.

INFRASTRUCTURE OR INVISIBLE FOUNDATION OF HEALTH OF OUR ORGANISM

Abstract. A cell is a mechanism controlled by energy. And so, it should be approached through the study of energy. The connective tissue system is the largest organ of the human body and is adapted to transmit energy and information. It functions as a liquid crystal semiconductor and is a piezoelectric matter that generates electricity upon compression. It is this ability that explains one of the oldest riddles of acupuncture: how is the stimulation of one point (for example, on the ear) capable of affecting another point (for example, on the spleen). However, at present, scientific research has focused mainly on the matter, and very little attention has been paid to studying energy.

DEVELOPMENT OF AN EFFECTIVE ROADMAP FOR THE UNIVERSITY TEACHER: EXPECTATIONS AND REALITY

Abstract. This article is devoted to the problem of launching an effective contract in higher education institutions and related prospects, as well as the creation of a teacher’s roadmap. We tried to observe critically the possible consequences of starting up this kind of contract according to several directions and offer our variants of working out these points. We consider that the effective contract does not principally allow to regulate professional relations between the teaching staff and the administration of the University, as the teachers’work supposes, first of all, the creative interrelationships between teachers and students.

PREDICTORS OF ASSESSMENT BY THE PERSON OF THE SAFETY LEVEL OF LIFE SPACE

Abstract. The role of psychological safety in the life of the individual and society is analyzed. Individual and group differences in the perception of security are considered. The presence of a general idea of security turns into a powerful psychological mechanism that can have important consequences for society. Psychological security is an element of the picture of the world of the whole society, part of everyday understanding, manifested in acts and artifacts that characterize the society. It is shown that the psychological safety of a society depends on the psychological safety of people living in this society. Psychological safety is not a static design inherent in all members of society without exception: it is a dynamic phenomenon that reacts sensitively to any external and internal changes in the person’s life space that occur at the micro and macro levels. The research continues the theme of the relationship between the psychological, social and economic characteristics of individuals with their assessment of their own safety and is devoted to the consideration of factors that determine the individual’s assessment of the degree of safety of his or her living space. In the course of the study, predictors were evaluated for assessing the degree of safety by a person: gender, age, education, financial position, level of general trust and subjective well-being of the individual. The characteristics of groups of respondents characterized by different degrees of perceived safety of the living environment were singled out. It is proved that the absence of a sense of security comes first and becomes the leading one, begins to determine the motivation for a person’s social behavior, rebuilding and changing it, in a specific way transforming other basic needs groups, mental characteristics and personality characteristics. It is the deprived component that determines social behavior by its integral influence. In the course of the research empirically, based on the construction of models of multiple regression analysis, predicators of the person’s assessment of the degree of safety of the living space were established. It was found that women assess the safety of living space higher than men; increasing the age of respondents leads to a decrease in the level of safety of living space; with an increase in the level of education and material security, the safety assessment of the living space is growing; the growth of general trust, satisfaction with life and subjective well-being increases the degree of living space safety of a person.

RESISTANCE TO INNOVATIONS OF SCHOOL TEACHERS: MODERN APPROACHES TO STUDY

Abstract. The article presents the results of analysis of modern scientific approaches to the study of resistance to innovations of teachers in secondary education schools. The relevance of the work is conditioned by the permanent nature of reforming the goals, content, technologies of the domestic educational system. The authors examined the work devoted to reasons of resistance, conditions and factors that ensure the teacher’s readiness to implement innovations, the role of school principals in the implementation of innovations. The researchers noted the complexity of diagnosing types and the degree of resistance, since it must be carried out taking into account the set of personal, group, as well as external, organizational reasons. For this purpose, as a rule, questioning is used, whereas it is expedient to broaden the methods of organizational psychology, management psychology, general and strategic management, sociology. The article shows that the scientific literature presents a variety of classifications of the reasons for teachers’ resistance to innovations, which creates a certain difficulty for an accurate determination of their quantity and composition, in addition, this also indicates a lack of elaboration of the scope and content of the concept. The authors agree with the opinion of many scientists that one of the most important objective reasons for teachers’ resistance to change is the nature of the reform of the Russian education system, which is carried out situationally, in the absence of a general concept that is in the public interest, without reliance on a scientifically based strategic development program. The innovative potential of school principals is also low. Being conductors of state policy, they prefer a directive management style, avoid additional responsibilities and duties, are not ready to act in a situation of uncertainty. Concerning ways to overcome the resistance of teachers to educational innovations, researchers in most cases give recommendations on improving the motivation, management style of the organization and the overall organizational climate. Despite the fact that, in general, the available works do not give a complete picture of the technologies, tools, methods of overcoming the resistance of the pedagogical staff to innovations, they still have great practical importance for managers and administration representatives in managing the process of introducing changes.
