AT THE ORIGINS OF RUSSIAN STATEHOOD. GRAND PRINCE OF KIEV IGOR ‒ THE FIRST RURIKOVICH
Abstract. The article describes the main stages of life’s activity of the Grand Prince of Kiev, Igor, the founder of the Russian grand prince and tsar dynasty of Ryurikovichs. Despite the long period of state administration (33 years), rich with military campaigns and repulsing incursions into Rus, as well as other military-political actions and measures to strengthen domestic political stability, Prince Igor’s activity was not properly reflected in historical sources. And his services to the Fatherland were forgotten. The reason for such a perception of the activities of Prince Igor is that most of the sources that guided the ancient chroniclers who described the activities of Prince Igor were of Greek origin, so they treated the Prince like a foe. This tradition was also accepted by the Old Russian chroniclers. Meanwhile, the statistic activity of Prince Igor for more than thirty years has not only facilitated, but also ensured the safe and effective development of Ancient Rus throughout almost the entire first half of the 10th century. Moreover, Kievan Rus under the rule of Prince Igor became one of the leading states whose positions and interests the largest empires of that time were compelled to consider: Byzantium and the Khazar Khaganate. That determined the need to consider the main stages of his activities, and obviously paying tribute to Prince Igor as the head of the Old Russian state, with the efforts of whom it was created; its security and leading position in the system of international relations of that time were ensured.

MONEY AS A WAY OF THE PERSON EXISTENCE IN THE MODERN GLOBAL ENVIRONMENT
Abstract. Emphasizing on the insufficient research of the features of human existence in a global space, the author reveals them on the basis of disclosing the ontological status of money, which reveal its initial organizational influences, regardless of the institutional structure of this space. Money acts as a quasi-subject and symbolic expression of the physical existence of people, turning it into quantitative processes and correlations. Ontological aspects of human being in the space of money, the contradictions that arise here, as well as the features of the interaction of local and global financial spaces are considered. The idea of socially collective development of the global money space as the most promising for the development of the individual and the local community is justified.

HIGHER EDUCATION PROSPECTS AMID THE THIRD WAVE OF THE SOCIETY’S DEVELOPMENT
Abstract. In the article the author considers the need for changes in the system of higher education amid the third wave of the society’s development. The author singles out automation and gig-economy as the main trends affecting the employment market at present and, accordingly, the education market, while stating the increase in the number of entrants in connection with the awareness of the need for continuous training to maintain competitiveness in the labor market. When examining the current state of the education market, the author concentrates on the social mobility of students and commercialization, which indicates the transition of education to the category of traded services. In this context, the emphasis is made on the role of the state in providing interested applicants with the opportunity to finance education and in monitoring the quality of educational services, taking into account the dynamics of the labor market. Considering the growing demand for education and the globalization of the educational market in the era of digitalization, the author formulates a possible scenario for the development of higher education institutions, dividing them into “mass” institutions offering mainly highly specialized online courses, and “elite” ones, focusing on broad-profile education with a large number of contact hours and significant interaction with teachers on the basis of real cooperation and interactive platforms. In conclusion, the author justifies the importance of the education quality as the main criterion in the ranking of higher education institutions.

HUMAN CAPITAL ASSET IN THE PROJECTION OF ECOPHILOSOPHY: TO THE ANALYSIS OF THE “GRYADUSHCHIY KHAM” BY D.S. MEREZHKOVSKY
Abstract. The fate of civilization and the prospects of human in a modern risky situation, the author associates with the opportunities for improving culture – the conditions for the development of new knowledge, technologies and responsible choice for the future of the Earth. The search for new solutions actualizes the study of those aspects of human capital in which the resources of a person’s need are manifested as a subject of life-saving planetary thinking. The purpose of the article is to fulfil the experience of human capital asset reflexion in the logic of ecophilosophy centered on the idea of the organic connection of human, nature, and the culture of the Earth. Such a strategy, pushing the horizons of the research field, leads to the transformation of estimates of a number of works in the history of culture, as shown by the example of the work written in 1905 by D.S. Merezhkovsky “Gryadushchiy Kham”. The methodology of the study is ecophilosophy – the direction of modern knowledge, the attitudes of which are aimed at the life-saving development of the human world as a subject of the Earth, taken in its universality of connections with nature, culture, history. In contrast to ecophilosophy, positivism, which has become mainstream in the space of modern science, is characterized by a rejection of metaphysical studies of the meaning and purpose of life, and human capital asset is reduced to an inadequately narrow for its disclosure of empiricism. D.S. Merezhkovsky warns Russia against the era of Europe, which has become a reality in Europe, a one-dimensional, devoid of depth culture of a petty bourgeois. The “coming” of this type – Bully, is dangerous and inevitable, unless Russia and Europe give up the positivistic model of the world view, in which the deep layers of life are removed. The position of Merezhkovsky is estimated by the author from the standpoint of ecophilosophy ambiguously: the productivity of his “all-human” approach is underlined, the consistent criticism of the “dead positivism of the autocratic and Orthodox government” as the worldview of petty bourgeoisie leading to militarism and chauvinism, attention to individual freedom, the responsibility of the intellectuals, and on the other hand – utopianism and illusory hopes for a path of religious and social renewal as a condition for solving the problems of the country. The analysis of human capital, carried out in this article, allows us to point out the risks that ecologically-oriented strategies and directions of ecophilosophical development have not come to the attention of its modern researchers.

It is based on the sociological study carried out by the Institute of Sociology of RAS in 2016. The results of the study showe condition of women is somewhat worse than that of men. POETIC TEXT IN VOCAL ENSEMBLES OF RUSSIAN COMPISERS
Abstract. In this article, the semantic interaction of music with a word within the framework of a vocal ensemble is considered for the first time. Examples of the proposed genre are exclusively studied in Russian music with Russian poetic texts. Modern systemic approaches to the problem insist on the equally carried out musicological and philological approaches. The genre of the vocal ensemble was developing in the cultural space of the nineteenth and early twentieth centuries, and was fed on the same poetic sources as the romance. It became traditional to sound the same poem by different composers. The greatest number of references belongs to poems, the author of which is Mikhail Yurievich Lermontov, on the basis of which numerous musical and poetic variants were created. Many researchers have noted the extraordinary musicality of M. Lermontov’s verse, which can be determined by the popularity of the poems of the poet. Repetitions are the most important elements of the formation in the vocal ensemble can at some moment deform the structure of the poetic text, but the same technique can lead to a genre rethinking the text. Analyzing the relationship between the textual side and music in the vocal ensemble, one can conclude that this genre has quite succeeded in entering into various spheres of vocal music, where the literary source was so important for Russian composers: from romances to operas, from vocal cycles to individual choirs, oratorios, cantatas.

MOTIVATIONAL STRUCTURE AND PARENTAL MINDSET OF ADOPTIVE WOMEN IN MODERN RUSSIA
Abstract. This article is devoted to the problem of adoption in Russia. The author analyzes the structural changes in the modern family, the problems that entail the appearance of orphans. The author’s structure of the reasons for the appearance of orphans is presented and the existing forms of the taking care of children left without parental care are considered: an orphanage, custody or guardianship, foster care, adoptive family, family-educational group, “guest” family, foster family, SOS-villages for children and adoption. Adoption as a priority form of the taking care of orphans is singled out and the structure of psychological readiness for bringing up an orphan is described. The need to diagnose candidates for adopters in order to identify their motivational sphere and parents’ mindsets has been identified. With the help of selected tools for diagnosing parental mindsets, the motivational sphere and the methodology elaborated by the author for diagnosing the motivation for adoption, a study was conducted aimed at identifying and comparing the indicated psychological characteristics among adoptive parents, mothers who have two children of their own and women without maternal experience. The results of the study were presented in the form of the main characteristics of each group of the diagnosed. The analysis of the study makes it possible to assert about the differences in the psychological characteristics of adoptive parents and natural mothers, but the possible similarity of women without maternal experience in their parental relationship with mothers with orphans.

SCIENTIFIC BACKGROUND INTRODUCTION TO THE WAY OF LIFE ORPHANS OF MODELS OF PROFESSIONAL FOSTER FAMILY CARE
Abstract. The article analyzes the scientific prerequisites for the introduction of the model of professional substitute family care in the system of life of orphans. Particular attention is paid to the modern training of citizens who want to take care of their family an orphan (children) to substitute family care. It has to be noted that a group of people, which is defined as a professional group called “adoptive parents”, is actually formed spontaneously, who bear a heavy burden of responsibility for the education and development of the most complex category of orphans, most of whom have severe deprivation disorders; somatic diseases; borderline mental disorders and gross mental disorders. The emphasis is put on the fact that the consequences of such an approach to the problem of the life of orphans are unpredictable. It is emphasized that, in the opinion of the majority of scientists and practitioners of the system of life of orphans, the problem of compensation of deprivation disorders remains problematic and is available only to professionals. It is proposed to consider the problem of life arrangement of orphans from the position of the professional approach. Practice shows that for the implementation of activities for the replacement of family care is not enough to form a transient information about the problem of orphanhood. This type of activity requires a person to a certain system of knowledge, skills and professionally important qualities. This way of solving the problem proposed by the author, in fact, is innovative, as it is considered in the system of life of orphans for the first time. It is emphasized that the development of a model of professional substitute family care, the core of which will be a specialist not only who knows what, but who understands and knows how and why to apply knowledge in this field and what knowledge is necessary to solve urgent problems in the interests of orphans and education of a full member of society, is today the most important scientific.

Abstract. This article, being a universal source of knowledge, fully answers the questions concerning intercultural interaction. In connection with the globalization of the world community, there is a need for a more thorough study of this phenomenon, as well as in creating special conditions that ensure the comfortable flow of this process. The complicity lies in the fact that there is no literature in science that can adequately and comprehensively tell about intercultural interaction: the origin of this category, the types of the phenomenon under consideration, the difficulties of this phenomenon, as well as the values that will help to come to a positive phase of intercultural interaction. Scholars and researchers have to spend a lot of time studying literature. In this connection, it was decided to create a universal source of knowledge, which reveals the phenomenon studied in as much detail as possible. The material outlined in this document is collected through a thorough analysis of various scholar papers and gives the most comprehensive understanding of such a phenomenon as intercultural interaction. PROBLEMS OF STATE REGULATION OF HIGHER EDUCATION INSTITUTIONS OF VIETNAM AT PRESENT
Abstract. Institution plays the role of establishing corridor for the movement of objects and relevant subjects. At the macro level, institution and it’s validity play important and decisive role in the national development. For higher education and higher education campuses, towards the development of quality higher education, the institution building and institutional validity guarantee for higher education campuses have always been actually focused on. However, at present, there are some shortcomings in the state management institution for higher education campuses, such as: the legal system lacks of uniformity, the criteria for assessing the quality of higher education campus lack of stratification, the application of assessment criteria lacks of consistency, the requirements of output standards, the publicity of quality commitment have been implemented formalistically and justificatively by the higher education campus. The state management apparatus for higher education is fragmented, at the same time, there is overlap between state management and public service delivery functions. In this context, the mechanism for examining, supervising and dealing with law violations on quality assurance of the higher education campuses has not been effectively implemented.

PRESCRIPTIVE MODEL “PSYCHOPHYSIOLOGICAL PREDICTORS OF MANAGERIAL READINESS OF THE LEADER”
Abstract. The article considers the key issue of managerial readiness of the leader to professional activity. Studies carried out in this field in the context of organizational psychology, social psychology and psychology of professional activity made it possible to generalize the results of studies of other modern scholars who managed to create a Model of Key Indicators of Managerial Readiness of the Leader. The structure of this model is a basis for the construction of the proposed prescriptive model “Psychophysiological Predictors of Managerial Readiness of the Leader”. In the prescriptive model, the possibility of the interconditionality of the psychophysiological indicators obtained as a result of biometric studies, with indicators of the managerial readiness of the leader model; a dialectical division of the prospective research results into general and special is suggested. It is supposed that this will make it possible to use in practice the correlation of psycho-physiological indicators of managerial readiness when proposing the use of the manager’s resource potential in the context of his willingness to perform the functions of a leader, manager or expert.

FORMATION OF PSYCHOLOGICAL COMPETENCE AS THE INTEGRATIVE COMPONENT OF MANAGERIAL COMPETENCE OF THE LEADER IN THE HEALTH CARE SYSTEM
Abstract. Improvement of the work of medical institutions in Russia within the framework of modernization of the health care system is a priority task, therefore, in this article, the author, along with other researchers, determines the administrative competence of the leader as a set of competences in terms of certain abilities to perform activities in the context of work. According to the author, managerial competence has such key components as: professional, personal, social, psychological. At the same time, the author pays special attention in the article to the psychological competence as an important condition for the professionalism of the leader in the healthcare system. It is noted that the specifics of the healthcare industry presupposes that the leader of the medical institution has not only professional knowledge, but also the knowledge of management psychology for the effective performance of his functions, that is, the psychological component is a priori laid in the basis of leadership activity. The article shows the main management styles considered at the present stage as the most effective. The author noted that the choice of leadership style should be determined by the tasks set, and the process of making managerial decisions is a complex psychological process based on the individual behavioral preferences of the leader, while his behavioral strategy has a serious impact on solving problem situations in conditions of uncertainty.
